Set Windows to UTC time:

1. Run regedit.exe
2. Browse to HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation
3. On the right-side panel, right-click in the empty space and select New > DWORD Value
4. Set the name to RealTimeIsUniversal
5. Set the Data to 1
6. Reboot
